The author focus on the con-cept of jurisdiction and its function with reference to Article 13 of the Constitution; Emphasizing relevant factors of legal action. He concentrates on the concept of specialized jurisdiction. He differentiates between what he calls special lawsuits from ordinary lawsuits. He bases the validity of the so called specialized jurisdiction and expresses the formal and significant roles of the Branches of the Government. He makes a comparison between specialized jurisdiction according to the law of the United States of America and the doctrines supported by Primary Jurisdiction. He concludes that, in both countries, specialization of jurisdiction results from the evolution of imparting justice to reach fairer decisions; by empowering administrative authorities to hear and decide actions which ordinarily are not within the jurisdiction of the Judiciary.
